Settings that work
Chat GIFs look fine at 75% scale and 128 colors. Screen recordings tolerate 50% scale, 64 colors and skipping every 2nd frame — text stays readable if the source is 1080p or larger.
If it still does not fit
Cut the clip shorter before compressing — length multiplies size faster than any other lever. Then 50% scale + 32 colors will absorb almost anything.
